Government have ordered an enquiry into the certificates of all the candidates who have passed the Patwari Examination 2008

Bhopal

he State Government have ordered an enquiry into the certificates of all the candidates who have passed the Patwari Examination 2008. Also, the DCA certificates of those candidates, which have been examined earlier would be reexamined. In pursuance of new guidelines in this regard, the last date for examination of the certificates in the districts has been extended from July 31, 2009 to August 20, 2009.

Thereafter, the certificates of the candidates forwarded by the district would be reexamined by the headmasters of the concerning patwari training schools from August 21 to August 31, 2009. The Commissioner, Land Records and Settlement, Shri Vinod Kumar has issued detailed instructions to all the Collectors in this regard. It may be mentioned that a candidate must have passed higher secondary (10+2) examination along with “O” level certification from DOEACC/IETE or one-year Computer Diploma (DCA) or higher qualification in computer from a recongnized institution registered and affiliated to a university recognized by the University Grants Commission for appearing in the aforesaid examination. During the scrutiny of the DCA certificates submitted by some candidates, they were sent to the concerning university seeking information about the authenticity of these certificates.

In view of the above information, Collectors have been directed to accept such DCA certificates of the selected candidates which have been issued with the seal and signature of the university only.


Madhya Pradesh Government has been demanding a special package for development of Bundlkhand

Bhopal

The Chief Minister reminded the Prime Minister that Madhya Pradesh Government has been demanding a special package for development of Bundlkhand region which has been reeling under severe drought for last some years. The Chief Minister pointed out that he had repeated the request for special package for Bundelkhand region in his letter to him on July 16, 2009. The Chief Minister said that despite recommendations of the Central Study Team, which visited Bundlkhand region, the Central Government has not sanctioned any special assistance for this region.

The Chief Minister in his letter to the Prime Minister said that in the presentation prepared by the Ministry of Agriculture, the Samra Committee has recommended a special assistance of about Rs. 4000 crore to Madhya Pradesh. Shri Chouhan wondered that instead of providing immediate assistance to Bundelkhand region the Central Government has initiated action to set up a separate Bundelkhand Development Authority

The Chief Minister wrote to the Prime Minister that Madhya Pradesh State Government is fully capable of meeting the challenge of effective implementation of development programmes in Bundelkhand region in a time bound manner. He pointed out that central ministers have also lauded the efficient implementation of centrally sponsored schemes in Madhya Pradesh.


New work culture must in government offices (Parakh)

Bhopal 18 June:

The Chief Minister, Shri Shivraj Singh has instructed for establishment of a new work culture in government offices at all the levels. He said that all the employees and officers including district collectors should report on duty in time with a view to making administration sensitive toward people's problems. He said that apart from punctuality, officials should also redress people's grievances and ensure timely implementation of government schemes and programmes. The Chief Minister was talking to all the divisional commissioners, district collectors and higher police officers during Parakh programme at Vindhyachal Bhawan here today.

Chief Minister Shri Chouhan said that police performance will also be reviewed in Parakh programme from now onwards. He said that the police officers will be questioned about improvement in law & order situation about checking crimes and arresting criminals.

Ensure reporting of supply of kerosene, sugar and food grains under public distribution system in all the 52 thousand villages of the state.

The food material supply should be physically verified.

Public hearings should be held every Tuesday for improving law & order situation. This hearing should be undertaken at police station, sub-division, superintendent of police, deputy superintendent of police, inspector general and Director General of Police levels. Concerning officers should remain present on the day of public hearing.

Records of complaints/problems during public hearing should be maintained and the District Redressal Cell headed by superintendent of police should undertake weekly review.

People should be treated courteously and with sensitivity at police stations.

Women should not be made to sit in police stations and bails should be granted to them at the earliest.

If is arrested, she must be lodged at a police station where police women are deployed.

Serious cases to be tried immediately should be identified and the district monitoring cell should remove the difficulties in trial within the time-limit set by the High Court.

Take chain-snatching, knifing and acid-throwing very seriously and apply appropriate sections of laws in such cases.

Cases of serious crimes should be monitored at SP level.

Beats of police personnel should be reviewed and it is ensured that the beat officers must have knowledge about the criminals in their respective areas.

Efforts should be undertaken to link Nagar Suraksha Samitis with beat officers.

Strict action should be taken against land and drug mafias.

Works under Regional Grant Fund, National Employment Guarantee Scheme and Kapil Dhara Yojana should be completed before onset of monsoon.

Cases pertaining to land demarcation should be disposed of by June 30.

Records should be systematically maintained in tahasil offices.

Studies should be started in all the schools from July 1. The works of repair etc. should be completed by June 30.

It is ensured that schoolchildren must have text-books.

District collectors should chalk out action plans for implementation of 'School Chale Hum' and Hariyali Mahotasava.

The process of appointment of contractual teacher I, II and III should be completed by June 30.

Expedite establishment of Kasturba Gandhi girls schools. Deadline for accepting applications from MISA detainees should be extended by six months.

Public Works, Water Resources, Rural Development and Public Health Engineering departments should complete their pending works before the rainy season.

Employment fairs should be organised on a large scale to provide employment to jobless youth.

Timely payment should be ensured to labourers under Employment Guarantee Scheme.

Crisis management plans should be completed in all the district before arrival of monsoon.

Effective precautions should be taken to control diseases and epidemics during the monsoon.

The test facilities available in government hospitals as well as medicines should be provided to patients.

Ensure effective implementation of Mukhyamantri Kanyadan Yojana, Mazdoor Suraksha, Awas and Annapoorna schemes.

Promotion, retirement process to be simplified


Bhopal June12:

After online payment of salaries to education department staff and teachers, now their post-retirement problems are also going to be redressed online. Giving this information, School Education Minister Smt. Archana Chitnis said that records of all the teachers working in the institutions under School Education and Tribal Welfare departments have been computerized and every teacher has been provided a Unicode. Thanks to this system, teachers can now surf details of their salaries online.

Smt. Chitnis said that taking a step ahead of computerized salary system, now the School Education Department has decided to computerise the records of all the teachers and staff. Through this online system, teachers and staff members will be able to surf progress of establishment-related works with transparency, increment, disposal of financial claims, merger into teachers' grade, seniority list, annual increment, fixation of pay etc online. These cases will now be redressed speedily.

She said that for this purpose the department is adding further information to the records of teachers and staff available on its official website http:\\demo.mp.nic.in/EducationPortal. This work will be completed between June 15 and 24 during teachers' training programme. The teachers have been advised to bring with them their passport size photograph, mark sheet of class X as proof of date of birth and original copy of first appointment letter. The technical staff at training centres will scan these documents and post them in the individual data uploaded on the education portal. All the expenses will be borne by the department and teachers will not have to bear any cost.


Free cycles to over 7 lakh girls during five years

Bhopal 10 June :

A scheme to provide free cycles to girl students is under implementation in Madhya Pradesh with a viewing to promoting education among girls and it has yielded encouraging results. During the last five years, 7 lakh 38 thousand 384 girl students of Class VI and IX have been provided free cycles. The scheme introduced in 2004-05 covers the girls passing Class V and VIII and taking admission in Classes VI and IX. Till the year 2005-06 girls belonging to only scheduled castes and scheduled tribes were given benefits of this scheme but since the year 2006-07 girls belonging to all sections of society are being provided free cycles. The condition of BPL has also been abolished in this connection

. During the year 2004-05, as many as 33 thousand 852 girl students were provided free cycles on getting admission to Class IX, followed by 38 thousand 749 girls in 2005-06, eighty-six thousand 680 girls in 2006-07, ninety thousand in 2007-08 and one lakh 94 thousand 552 girls in the year 2008-09 which exceeded the target of one lakh 79 thousand 667 girls. Rs 2400 was provided to each girl for purchasing cycle. This cost Rs 50 crore 27 lakh to the state exchequer.

Class VI

The scheme to provide free cycles to girl students is also being run by Rajya Shiksha Kendra. Under the scheme, girls who take admission in class VI and have to go to another place from their village to acquire knowledge are provided free cycles. The scheme launched in 2007 covered 95 thousand 551 girls belonging to SC, ST and BPL categories. Since 2008, girls belonging to all the sections of society were included in the scheme and free cycles were distributed among one lakh 99 thousand girls. A target to provide two lakh free cycles to girl students has been set for the year 2009. For this purpose, funds have been allocated to Parent-Teacher Associations at the rate of Rs 2300 per cycle.


Proposals approved for 8 national highways improvement in State

Bhopal June10:

The Union government has given its sanction for improvement of eight national highways in Madhya Pradesh. Work is underway on four of these roads. In all, 877 km stretches of these eight national highways will be improved as two-lane roads with paved shoulders under Union government's DBFOT scheme.

Out of these, work is under progress for renovation and improvement of four national highways' 457 km stretches at a cost of Rs 274.14 crore. These include 114 km stretch of national highway No. 69 (Obaidullahganj-Nagpur) costing Rs 74 crore, 108 km stretch of national highway No. 92 (Gwalior to Uttar Pradesh border) costing Rs 108 crore, 103 km stretch of national highway No. 7 (Rewa bypass to Katni bypass) costing Rs 75.77 crore and 132 km stretch of national highway No. 75 (Bameetha to Bela junction) costing Rs 132 crore.

The other proposals approved by the Union government include improvement of 75 km stretch of national highway No. 7 (Jabalpur to Lakhnadon) and 115 km stretch of national highway 75 (Sidhi to Singrauli). Works on these roads are also in progress. Besides, improvement of 189 km stretch of national highway No. 12 (Jabalpur-Mandla-Chilpi) and 189 km stretch of national highway No. 27 (Matgawan to Uttar Pradesh border) is also proposed. Traffic will become easy and smooth after development and improvement of these stretches of national highways.


86 New child development projects sanctioned in state

Bhopal June09:

9691 additional Anganwadi Kendras & 9830 Sub-Anganwadis to come up, supplementary nutritious food rates increased, MLAs to get vehicle loan facility.

The State Cabinet which met here under the chairmanship of the Chief Minister, Shri Shivraj Singh Chouhan took a number of important decisions, according sanction for launching 86 new child development projects and extending vehicle loan facility to the members of the 13th Vidhan Sabha.

With a view to expanding the health and nutritious food services for women and children in rural areas of the state, the State Cabinet accorded sanction for starting 86 new child development projects in the state. In addition to this, the Cabinet has also decided to establish additional anganwadi kendras numbering 9691 and 9830 sub-anganwadi kendras in the state. The Cabinet has also endorsed the proceedings initiated earlier in this regard. The Cabinet also accorded its approval to spend an additional amount of Rs. 8739.96 lakh for establishment of these kendras and to arrangement of 90 percent amount of this cost by the Government of India and 10 percent amount worth Rs. 873.99 lakh by the State government from its head. Besides, sanction was also accorded for spending an amount of Rs. 110 crore on supplementary nutritious food at the rate of 50 percent. For this, the departmental plan limit for the current fiscal 2009-10 was raised.

Moreover, in order to strengthen the existing system of distribution of supplementary nutritious food, the Cabinet decided to increase the rate of amount spent on this. Accordingly, it was decided to increase from Rs. two to Rs. four per day per child between the age group of six months to six years and to provide protein from 12 grams to 15 grams and 500 calorie. Similarly, sanction was also given for increasing the rate from Rs. 2.70 to Rs. six per day per malnourished child between the age group of six months to six years. Under another decision, the members of the 13th Vidhan Sabha will now be extended the facility of vehicle loan. Accordingly, they will get vehicle loan upto Rs. five lakh from the nationalized banks. This facility will be extended under the terms and conditions of the Finance Department. Initially, the members will bear four percent interest while the remaining interest amount would be provided by the government as grant.

The Cabinet has also authorized the Higher Education Department to initiate the necessary action with regard to Madhya Pradesh Vishwavidhyalaya (Sanshodhan) Vidheyak 2008 so as to facilitate the way for getting the audit of universities of Madhya Pradesh done by the Accountant General, Gwalior.

The Cabinet also gave its approval to the decisions taken earlier in anticipation of their sanction. These include constitution of Cabinet Committee
